Emergency Financial Manager Appointed for Ecorse

     An emergency financial manager has been appointed for the Detroit suburb of Ecorse.

     The Local Emergency Financial Assistance Loan Board on Friday named Joyce A. Parker to the post. She is president of Ann Arbor-based The Municipal Group LLC, which works with communities nationwide.

     Governor Jennifer Granholm earlier confirmed that a financial emergency exists in Ecorse based on a recommendation by a seven-member review team that was appointed to review the city's finances in June. The state Department of Treasury reviewed Ecorse's finances in March.

     The state said the city faces issues including an inability to distribute property taxes in a timely fashion and internal control deficiencies.
